Canonical Question: When a calibration reveals a page's content or structure is genuinely out of tolerance — not just incomplete, but wrong — what's the required response, and where does it get recorded?
Nonconformance Reporting Procedure
Distinct from routine recalibration: most calibration reports document normal, expected refinement — tightening wording, adding evidence, closing an open item. A Nonconformance is different: it documents a specific finding that something was actually incorrect, not merely underdeveloped. Examples from this project's own history: Effects' original "primary reason for civilizational collapse" overclaim; The Cost of Control's original universal-downfall claim; the SMW namespace bug, a real structural failure. Nonconformance is for findings of this weight, not ordinary tightening.
Distinct from Development Breadcrumb: Breadcrumb-Open marks intentional incompleteness under construction. Nonconformance marks out-of-tolerance error. Do not file ordinary WIP gaps as nonconformances, and do not treat the breadcrumb index as the narrative archive of nonconformance findings.

Proportionality (development noise): Formal nonconformance is for out-of-tolerance error on expectations that should already hold. Developmental alignment while a standard or page is under Active Development is normally logged in the page calibration report / Open Calibration Items — not flooded into NCR-style findings. Recurring failures on pages expected to conform → formal nonconformance.
What the “index” is (and is not)
- Query visibility: Pages with open nonconformance status are discoverable via Semantic/Cargo queries on
drift_report_status(and any dashboard built from that). Setting the field correctly is the indexing step. - Breadcrumb Master Index: Tracks development breadcrumbs and may surface pages whose status list includes open values. It is not the place where nonconformance findings are authored or solely documented.
- Red flag: Status set with no narrative finding in the primary home above.
- Not required: Copying the full finding text into Breadcrumb Tracking, or logging the same narrative a third time “for the index.”
`drift_report_status` — options
This field is a list (multiple values may apply, semicolon-separated). A page can have an open breadcrumb and an open nonconformance at the same time — record both; do not collapse into one fake value.
