Research Hypothesis: Civilizational Effective Intelligence and Calibration Infrastructure

One-sentence hypothesis: A civilization’s effective intelligence depends not only on the intelligence of its individuals, but on the maturity of the calibration infrastructure through which those individuals discover, test, correct, preserve, and transmit knowledge.

Hypothesis

H1: Holding individual cognitive capacity roughly fixed, improvements in calibration infrastructure (traceable standards, honest standing, uncertainty discipline, correction memory, external contact, and transmission of procedures) increase a society’s or institution’s effective intelligence — its reliable ability to discover, validate, correct, and reuse knowledge under contact with reality.

H2 (supporting): Mature physical metrology did not only improve measurement of known quantities; it improved the machinery of discovery that made new classes of technology and science reliably achievable. Abstract domains may admit an analogous role for metrological process — domain-appropriate, not physically identical.

Active claim type: System-property claim about knowledge production, not a claim that individual IQ or model parameters are identical to “calibration.”

Stress-testing clarified levels that are easy to collapse:

Why intelligence is not exempt

Intelligence (individual or collective) is often treated as outside:

  • drift
  • reference standards
  • continual correction

That exemption is an assumption, not a demonstrated boundary. The metrologist response is investigation: where do the same failure modes appear, and where do domain-appropriate standards help?

This does not assert that intelligence “is” metrology. It asserts that trustworthy capability under uncertainty is a fair object of calibration discipline.
